During a devastating ambush, Capers sustained severe wounds but refused to evacuate, continuing to lead his Marines under intense enemy fire and ensuring the survival of his entire team. Only after every member of his team had been evacuated did he allow himself to be removed from the battlefield.&lt;/p&gt;
&lt;p&gt;“&lt;i&gt;Today, we right a decades-long wrong and honor a warrior who embodies the very best of America&lt;/i&gt;,” &lt;b&gt;said Congressman Norman&lt;/b&gt;. “&lt;i&gt;Major James Capers, Jr. risked everything while gravely wounded to save his fellow Marines. Our veterans are the heart and soul of our nation, with Major Capers’ selflessness representing the highest ideals of our Armed Forces. He has given everything to protect our freedoms. And he deserves to be properly recognized&lt;/i&gt;.”&lt;/p&gt;
&lt;p&gt;Originally recommended for the Medal of Honor following his actions in Vietnam, Major Capers’ recognition was delayed for decades due to administrative and procedural obstacles. Congress acted in a bipartisan manner to waive statutory limitations and ensure his heroism is properly recognized.&lt;/p&gt;
&lt;p&gt;The legislation, led by Congressman Norman, passed both the House and Senate earlier this year before being sent to the President’s desk.&lt;/p&gt;

      <title>Norman Introduces Election Infrastructure Integrity Act to Safeguard U.S. Elections</title>
      <description>&lt;p&gt;&lt;b&gt;WASHINGTON&lt;/b&gt; — Today, Congressman Ralph Norman (R-SC) introduced the &lt;b&gt;Election Infrastructure Integrity Act&lt;/b&gt;, legislation to prevent foreign adversaries from targeting the U.S. electoral process through cyber operations, supply chains, or investment vehicles.&lt;/p&gt;
&lt;p&gt;At a time when foreign adversaries are actively probing vulnerabilities in U.S. systems, this legislation takes direct action to prevent interference through cyber operations, supply chains, and foreign-backed investment in election vendors.&lt;/p&gt;
&lt;p&gt;This bill requires the United States Election Assistance Commission (EAC) to establish and maintain a publicly accessible Election Vendor Transparency Database, ensuring that federal and state officials, and the American people, have clear visibility into the entities involved in facilitating U.S. elections.&lt;/p&gt;
&lt;p&gt;Currently, there is no federal requirement for public disclosure of election system vendor contracts, ownership structures, or beneficial ownership. This lack of transparency creates blind spots that can be exploited by foreign actors seeking to undermine confidence in American elections.&lt;/p&gt;
&lt;p&gt;“&lt;i&gt;The American people deserve to know exactly who is involved in facilitating their elections&lt;/i&gt;,” &lt;b&gt;said Congressman Norman&lt;/b&gt;. “&lt;i&gt;Foreign adversaries are not sitting on the sidelines. They are actively looking for ways to exploit weaknesses in our system.     &lt;li&gt;Contract details, including duration and general scope of services,&lt;/li&gt;

    &lt;li&gt;Any foreign ownership, investment, or controlling interest in election-related vendors.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In actively protecting the electoral process, this Act will ensure that U.S. citizens, and only U.S. citizens, are determining the outcomes of U.S. elections. This will restore much-needed transparency, trust, and security to the voting process.&lt;/p&gt;

      <title>Special Law Enforcement Forum on April 19th</title>
      <description>&lt;p&gt;&lt;strong&gt;ATTN: law enforcement officers and agencies&lt;/strong&gt; – please join me for a special forum in Camden at 3:30 PM on Tuesday, April 19&lt;sup&gt;th&lt;/sup&gt;. &amp;nbsp;This event will start at 3:30 PM at the Woolard Technology Center, located at 70 Innovation Way in Camden.&lt;/p&gt;
&lt;p&gt;We’ll cover a wide variety of law enforcement topics, including crime trends throughout our congressional district, the rise in fentanyl &amp;amp; other illicit drugs, plus insights into various federal funds that are available for local law enforcement agencies.&lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;Joining us will be guest expert presenters from SLED, the U.S. Department of Justice, and the U.S. Office of National Drug Control Policy. &amp;nbsp;This will also be a great opportunity to hear directly from you, the men &amp;amp; women who keep our communities safe.&lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;ALL law enforcement officers and agencies are welcomed to attend this free event, which should last about an hour. &amp;nbsp;There will be plenty of parking &amp;amp; seating, and light refreshments will be provided. &amp;nbsp;This forum is also open to the general public, so any constituents who would like to learn about these issues and show their support for our law enforcement officers are welcome to attend as well.&lt;br /&gt;

      <title>York County Town Hall</title>
      <description>&lt;p&gt;I'll be hosting a live town hall in York County on Thursday, September 2&lt;sup&gt;nd&lt;/sup&gt;!&lt;/p&gt;
&lt;p&gt;This town hall will be taking place at the York Electric Co-Op, located at 1385 Alexander Love Hwy in York. We'll get started at 5:30 PM with a legislative update on recent votes, major initiatives in Congress, and a look at what's ahead over the next 6-12 months. And of course I'll take questions from those in attendance. This town hall should last around an hour, depending on how many questions there are.&lt;br /&gt;

Additionally, I've invited a couple of experts from a great organization called Americans for Prosperity to attend this event. They'll be speaking for a short while about some of the wasteful spending coming out of Washington, and what effect that will have on us and our future generations. In fact, wasteful spending will likely be a big theme for this particular town hall.&lt;br /&gt;

&lt;p&gt;If you live in western York County or eastern Cherokee County, this may be the closest event to you.       <title>Spartanburg County Town Hall w/ Rep. William Timmons</title>
      <description>&lt;p&gt;I'll be hosting a live town hall with Rep. William Timmons in Spartanburg County on Tuesday, August 31st!&lt;/p&gt;
&lt;p&gt;This town hall will be taking place at RJ Rockers Brewing Company &amp;amp; Restaurant, located at 226-A W Main St in Spartanburg. We'll get started at 4:00 PM with a legislative update on recent votes, major initiatives in Congress, and a look at what's ahead over the next 6-12 months. And of course I'll take questions from those in attendance. This town hall should last around an hour, depending on how many questions there are.&lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;If you live in Spartanburg or Cherokee County, this may be the closest event to you. However, I'm holding several other town halls that week around South Carolina’s 5th congressional district, so please check out the &lt;a href="https://norman.house.gov/calendar/?Timeframe=Future"&gt;Events page&lt;/a&gt; on my website for additional town halls if this date or location isn't convenient.&lt;br /&gt;

&lt;p&gt;Second, if you or someone you know needs assistance with any department of the federal government, I'll have an expert case worker from my office in attendance who will be able to help you directly. This includes the VA, IRS, immigration, passports, Social Security, Medicare, etc.&lt;br /&gt;

&lt;p&gt;I’ve received numerous questions about masks. Specifically, whether they’ll be “required” at my upcoming town halls. You all know I’m not in favor of mandates. Instead, here’s what I’d like everyone to know:&lt;br /&gt;

&lt;p&gt;If you wish to wear a mask, that’s obviously fine. Understand, however, there will be individuals in attendance who choose NOT to wear a mask. Please treat them with decency and respect.&lt;br /&gt;

&lt;p&gt;Likewise, if you do not wish to wear a mask, understand there will be individuals in attendance who choose TO wear one. Please treat them with decency and respect.&lt;br /&gt;
