Washington, D.C. – Recently, Congressman Norman introduced H.R. 5442, A Fast-Tracked Executive Rescission Review (AFTERR) of Appropriations Act. This legislation is aimed to drastically aid Congress to cut needless federal spending.
Congressman Norman has released the following statement:
"By creating an expedited process for the consideration of White House requests for rescissions, Members of Congress would be forced to justify their most egregious pet projects.
“This legislation fixes the major flaw that has prevented the President’s current rescission authority from serving as a valuable mechanism for controlling spending. The AFTERR Appropriations Act also ensures that Congress maintains its Constitutional authority of the power of the purse, as rescission requests still require Congressional approval.
“Our budget process is broken, and this is a way to help fix it. Similar legislation has passed the House in bipartisan fashion under the Bush and Obama Administrations, and I look forward to getting this bill to President Trump’s desk as soon as possible to help rein in this reckless spending.”
