Congressman Ralph Norman Introduces Bill to Block Federal Community Development Funds from Sanctuary Cities

Washington, D.C. – Congressman Ralph Norman (R-SC) introduced the No Community Development Block Grants for Sanctuary Cities Act, legislation aimed at prohibiting sanctuary jurisdictions from receiving federal Community Development Block Grant (CDBG) funds. U.S. Senator Bill Hagerty (R-TN) is leading the companion bill in the Senate.

This legislation is a direct response to growing concerns about sanctuary city policies, which often limit cooperation with federal immigration enforcement. These jurisdictions, while refusing to comply with federal immigration law, continue to receive millions in taxpayer-funded federal grants each year. The No Community Development Block Grants for Sanctuary Cities Act would ensure that these funds are withheld from jurisdictions that willfully obstruct immigration enforcement.

“It’s simple: if you’re going to ignore federal immigration law, don’t expect to get a dime of federal tax dollars, said Congressman Norman. “Sanctuary cities are putting politics over public safety, and that’s unacceptable. This bill makes clear that cities choosing to harbor illegal immigrants at the expense of public safety will no longer receive taxpayer money.”

“Cities that encourage illegal immigration shouldn’t be rewarded with federal housing subsidies,” said Senator Hagerty. “The Trump administration has made it clear that illegal immigration will not be tolerated anywhere in the United States, and cities that defy American sovereignty will face the consequences. I’m pleased to reintroduce this legislation that prevents taxpayer dollars from flowing to sanctuary cities that refuse to enforce the law.”

CDBG funds, administered by the U.S. Department of Housing and Urban Development (HUD), are intended to support housing, infrastructure, and economic development in local communities. Under this legislation, jurisdictions that declare themselves sanctuaries or impede the enforcement of immigration laws would be ineligible for these funds unless they reverse such policies.
