Every Congress, the National Taxpayers Union rates members of Congress on their votes that affect taxes, spending, & debt. They measure the strength of support for reducing wasteful government spending, opposing higher taxes, and often opposing burdensome regulations that can stifle U.S. economic growth. 

In other words, a higher score means a member of Congress voted to spend less taxpayer dollars.
