Congressman Norman Bill Passes the House, Moving Vietnam Veteran One Step Closer to Receiving Medal of Honor

WASHINGTON — Today, the U.S. House of Representatives passed Congressman Ralph Norman’s (R-SC) bill, H.R. 3377, to authorize the President to award the Medal of Honor to James Capers, Jr., for acts of valor as a member of the Marine Corps during the Vietnam War.

Major Capers distinguished himself through repeated acts of valor while under intense enemy fire. Despite sustaining severe wounds, he refused evacuation, continued to lead his Marines, and repeatedly exposed himself to danger to protect those under his command. His actions saved lives and exemplified the highest traditions of the United States Marine Corps and the Armed Forces.

For decades, Major Capers’ efforts went without the recognition he so rightly deserved. Congressman Norman is proud to lead the effort to correct that injustice and ensure this American warrior receives the nation’s highest military honor.

The Medal of Honor is reserved for those who go above and beyond the call of duty at the risk of life itself. Major Capers’ courage to his Marines embodies the very spirit of this award.
