If Congress can’t figure out how to pass an annual budget, then the salaries of Every. Single. Member ought to be thrown into escrow until such time as that obligation is fulfilled.
Separately, if federal agencies want more of YOUR money for new spending, they ought to justify why that's necessary and appropriate. Surely this is not asking too much.
